Well, it’s a new(ish) year in California, so you know what that must mean… that’s right! Another election!
The main problem with these initiatives is that the problem is not actually addressed.They say the “State budget is a mess,” like it is a neutral, unavoidable problem that can not be helped despite the best efforts of those involved.However, the state budget is a work product of the 120 California Legislators – they have made the mess.These initiatives 1) do nothing to address the behavior of our elected representatives that created this mess, and 2) do not actually do what they say they will do any way.
Proposition 1A says it changes the budgetary process by creating a “rainy day fund” much like your family’s savings account.This way there is set-aside money for times of economic downturn.What is not said is that Prop. 1A establishes this year’s tax increases through 2013.It also does not point out that the budget must pass with a 2/3 vote of the Legislature, and that changes to the budget are made with the same vote.Therefore, it does not take any special or extraordinary measures other than that 2/3 vote which the Legislators will be negotiating annually any way to change everything.
Question: why not determine what the State’s projected revenue will be for the year, and make that the total budgeted amount to be divided amongst the State’s many priorities and programs, instead of placing rules upon yourself that you have the power to override in any case?
The fact remains, the State Legislature has over-spent for years and years.Here is the proof, as a chart comparing actual revenues (income) to expenditures and also in real numbers:

Prevents the Citizens Compensation Commission from increasing elected officials’ salaries in years when the state Special Fund for Economic Uncertainties is in the negative by an amount equal to or greater than one percent of the General Fund.
